Mine was, so I downloaded "Smart Defrag 3" and "Advanced System Care 7" ran them both and it has helped my Dell Dimension 2400 considerably, yes I may have high speed internet, but I have an old slow hard drive...

I gain the most speed by clearing cookies, just have to make sure you know all your passwords.

One of the things I usually like to do in order to speed up a machine is adding more RAM (memory). More memory means that the computer doesn't have to use the hard drive as often. That's good because memory is always much faster than a hard drive.
But unfortunately in your case, your machine is old enough that I think it would be wiser to start saving up for a new machine.
A free thing to try is delete old programs and data that you don't use or need any more. When a computer's hard drive gets nearly full, it really slows down system performance, even if you keep the hard drive defragmented.
Last but not least, a good malware scanner is always a good idea. In addition to viruses, there are all sorts of spyware out there that can be surreptitiously loaded onto your system and drag down its performance.
