I start my okra seeds indoors in pots. I don't soak the seeds and have never had any germination problems. However I have only been growing okra for two years before this.

I've never soaked okra seed. I just make sure to water well after planting (or plant before a rain). If the soil is warm enough, they come up fine. I've never had trouble germinating okra.
If I let any pods mature for seed saving, I am pretty much guaranteed to get volunteers the following year.

I can only say as far as corn. You can soak 'em, but the soil has to be warm enough or it makes no difference.
