I have an area that is down by the highway that needs some color, but the only water it gets is when it rains... to far for the garden hose to reach!! Is there a reseeding type that can take some drought conditions, annual or perennial?

Now since we moved the question is the same but the conditions have. Thru winter the area holds water looks like a pond when it rains hard but pretty much dries up by summer is there something that you would suggest?

How large an area, how formal do the plants need to be?

If you're smart... you'll stick to wetland plants. Having yer roots under water kills most plants... their roots suffocate due to the lack of air... but there are plenty of plants adapted to those conditions.
