One of the best gardening gifts I ever received was a hori hori knife. Man I love that thing!!

spike, I agree with the hori hori knife. I have 3 with the orange handle so I can see it amidst the weeds I’ve pulled. Gave one to a friend who helps to weed at the community garden. I think he jumped for joy!

I bought a pair of garden "scissors" for a friend who gardens. I have a pair that I keep in my gardening basket and I love them. They are less bulky than pruners and are great for cutting herbs, tomato plant branches or really any non woody plant part. They are super handy and come apart for washing.
I have a May birthday so I usually get annual flowers and I love that. I get to enjoy them all summer.

I love my hori hori knife, too! It was a Christmas gift from my BIL and his wife a while back, and I use it all the time. But all of the other things that people mentioned are great gifts, too. Nice gloves, sunglasses, or hats are great gifts if you know the gardener's tastes. Something to organize seeds would be a great gift, but you would have to really know the person to know what sort of seed organizing system they would want and would fit their seed needs. (For some of us, it might be a warehouse. ) As an aside, I take kitchen shears to the garden to harvest herbs and flowers. They make nice clean cuts on non-woody plants without mashing or bruising stems like pruners can.

I bet those hori hori would make a great gift. I have all the men folks Mori's for Christmas last year. I've carried one forever and a day. My first one I ordered it in 7th grade.

My birthday is this week and I received a coupon from a local greenhouse for four 4-packs of annual flowers for free. Hubby bought me a huge outdoor planter of mixed flowering plants. Another friend bought me a beautiful hanging geranium for outdoors and my brother gave me an Amazon gift card. I bought myself a box of feather meal for my tomatoes (pure N and I have been wanting to try this) in addition to a hat for gardening and a couple of other things.
Hubby also presented me with a pack of arugula seeds.
Having a birthday in May is a great time for someone who loves flowers and gardens!

Anvil pruners. I see fewer and fewer of them on offer. I will take as gift gladly, By-pass pruners do not hold up.
