Tires contain many chemicals including benzene which is a known carcinogen and heavy metals like cadmium and mercury.
Do these chemicals leach out? I don't think that anybody knows how much or how fast. Many proponents of tire gardens say it is slow and that release of these chemicals to the environment is mostly caused by burning.
I wouldn't use them.

OMG a pinterest project!! I have seen pics of tires cut and painted and "fancied" up and shockingly they look a lot like tires cut and painted and "fancied" up. I always thought it was because people didn't know what to do with those old tires hanging around so they got creative. I have never been interested in using them so really have no input! (wow what a long ass story for no good info added!)

Well, I wouldn't intentionally seek out to use tires for a garden. However, I'm a big fan of using what you have on hand or is available to you. I grow vegetables in discarded buckets and raised beds made from leftover plastic fencing. I'm certainly not going to judge someone for using tires!
Gardening would be one way to repurpose and reuse an old tire that is just sitting around. I personally think they are ugly, but if my option was to have a raised bed in an old tractor tire or not have a garden because I couldn't afford the materials necessary, I would go with the tire and have fun with it.

No reason you couldn't grow flowers in one, and put trailing things near the sides, you might not even notice it was a tire when everything was up and growing over the sides.
